Q-Is there any format to apply RTI in PSUs?
A-No, you can directly apply on plain paper no one can reject application on such ground. I know some of Psus like ECIL have given format but it does not matter if you send it in any other format. But Please note that if you are applying to PIO/CPIO then it will take max 30 days but if you apply this to APIO then it will require 5 days additional.
Q-What is fee of RTI?
A-10 rs in form of Indian Postal Order for offline and 10 rs through sbi netbanking for online application.
However if information is in several pages then they can ask 2rs per page and it will be intimated through mail.
Note: For any state Psu rti fee is different.
Q- How should I apply RTI ?

2. Offline Method
Online Method:
https://rtionline.gov.in/ just follow this link and read the instructions given . Please note that you can not file any RTI in any Org. which does not have its HQ in Delhi through this site .also you can not apply for any state govt including delhi .For states only method is offline. This site is only meant for central government offices and Public Sector Undertakings. Register and Select Ministry of steel(if u want to apply in SAIL and so on for others) then fill your details and questions and submit the application then transfer 10 rs through net banking. I will suggest that you should already type your application in ms word and copy paste in information box otherwise time out takes place and your application may fail . However I am attaching format which I applied

1.CUTOFF IN WRITTEN (OBJECTIVE) PAPER TO APPEAR IN INTERVIEW FOR GENERAL, OBC, SC/ST CATEGORY IN EACH DISCIPLINE SEPARATELY.
2. MARKS OF LAST SELECTED CANDIDATE IN EACH CATEGORY SEPARATELY FOR FINAL RESULT FOR EACH DISCIPLINE.
3. WAS THERE ANY SECTIONAL CUTOFF AT ANY STAGE OF THIS RECRUITMENT TEST, IF YES GIVE DETAIL.
4.NO. OF CANDIDATES APPEARED IN WRITTEN (OBJECTIVE) EXAM DISCIPLINEWISE AND CATEGORYWISE
5.NO. OF VACANCIES FILLED THROUGH THIS RECRUITMENT EXAM WITH DISCIPLINE WISE DETAIL .
6.TOTAL AMOUNT OF MONEY RECEIVED AS RECRUITMENT FEE OF THIS EXAM.
7.TOTAL EXPENDITURE IN CONDUCTING WRITTEN OF THIS EXAM
8. PROVIDE COPY OF TEST PAPER OF MT 2013 WRITTEN AND ANSWER KEY USED FOR EVALUATION FOR INSTRUMENTATION DISCIPLINE.
9.ON WHAT BASIS EXAMINATION FEE IS DECIDED FOR SUCH EXAMS, GIVE DETATIL
Online method is easy but this process will take at least 2 month because first ministry of steel will examine then it will forward it to sail.
Offline Method:
Write an application on plain paper. Subscribe RTI at the top of application
Write questions pointwise (as I have written above)
Be specific about information that means question should not be interrogative in nature.
Purchase IPO from any post office of 10 rs. And fill details.
Attach this with application and send it to sail . within one month you will get your reply.
Suggestion:
1.Take photocopy of rti and keep it with you for appealing against rti reply
2.Send it through speed post because it is easy to track
